Martin Tissier specializes in public and administrative law, especially public business law.
His area of expertise encompasses public procurement, public regulations of utilities, state aid law, local authorities and public bodies operations, town planning law, environmental law, both in advice and litigation.
He acts on behalf of local authorities, operators and investors dealing with public bodies. He is widely recognized as a specialist of the roll out of fibre optic networks.
He was admitted to the Paris Bar in 2004.
Martin holds a DEA in Public Law of Economy from the University of Paris II – Panthéon Assas.
Before joining Bersay, Martin Tissier founded B.O.T. Avocats in 2010, which was dedicated to public and administrative law.
He began his career in 1999 in Brazil as legal counsel at Wald & Associados in São Paulo. He then worked at UGGC & Associés and AVICCA, a French lobby of local authorities dedicated to telecom and media. After that, he worked for the firms Bird & Bird in 2004 and Seban & Associés in 2009.
